Storm Warning for Duarte Residents, October 27th and 28th

Dear Duarte Residents: 

The National Weather Service has advised that a storm system may impact the San Gabriel Valley area including Duarte. Although the timing could change, rainfall is expected to start sometime on Thursday, October 27, 2016 and increase Thursday night into Fridaymorning, October 28th.  Widespread rainfall, thunderstorms and heavy downpours could occur during this event, which could result in the first significant mud and debris flows near the recent burn areas.
With the rainy season upon us, the City of Duarte strongly encourages all residents to sign up for Duarte Nixle alerts via email or text.  Residents may sign up at http://local.nixle.com/city-of-duarte/ .  The City of Duarte will also use Twitter @CityofDuarte to push out emergency related information and an entire Fish Fire information section is also available under the Resident tab on www.accessduarte.com.
Residents in the Fish Fire Impact Area are urged to prepare their homes for potential debris flow AND be prepared to evacuate the area if necessary.  Property owners are also encouraged to assess their property for potential areas for mud and debris flow and determine proper sand bag needs.
The City of Duarte will provide up to 50 emergency sandbags for property owners and residents in the impacted areas. Specifically, residents of Brookridge Rd.; Mel Canyon Rd.; Opal Canyon Rd.; Mountain Crest Rd.; Deerlane Dr.; Bettyhill Ave.; and Greenbank Ave. as well as certain properties on Las Lomas Rd. and Cedarwood Ave.  Please contact the City’s Community Development Department at 626-357-7931 to request your sandbags.  City staff will contact all property owners to coordinate orders and will deliver sandbags to the general area.
Unfilled sandbags and sand are available at the Los Angeles County Fire Department station 44, located at 1105 Highland Avenue in the rear area 24/7. Residents are advised to be prepared with the proper equipment to fill and transport filled sandbags to their respective private property.
If you do not live in the impacted area, there are several companies that sell filled sand bags and in some cases, arrange for delivery to your property.  The listed are not endorsed by the City of Duarte; the listed are potential resources:

The following emergency protocols are in place for possible flooding/debris flow events:
GREEN LEVEL
No evacuation orders in effect.
No rain-related parking restrictions in effect.
Residents are encouraged to monitor weather conditions and to be alert of changes.
No restricted entry to any city/county areas.
YELLOW LEVEL
No evacuation orders in effect.
Rain-related parking restrictions in effect.
Residents directed to remove vehicles, trash bins and other obstructions from streets and/or travel lanes, as they will be subject to tow or removal by authorities.
No restricted entry to impact area/potentially impacted areas.
RED LEVEL
  • Mandatory evacuation order in effect. All residents ordered to leave the impacted and/or potentially impacted areas.
  • Residents directed to remove vehicles, trash bins, and other obstructions from the streets and/or travel lanes prior to evacuating, as they will be subject to tow or removal by authorities.
  • Residents will be directed to an Evacuation Center at the Duarte City Hall Community Center located at 1600 Huntington Drive, Duarte CA 91010
  • Residents electing not to evacuate will be required to sign a Refusal to Evacuate Form, acknowledging their awareness of the hazards/risks and assuming all liability for the decision to remain and shelter in place.  If you leave the area, you will not be allowed to return.
  • Entry into the area shall be prohibited to all persons except public safety, first responders.
  • Residents will not be allowed to return to their homes so long as the “Red Level” protocol remains in effect.
  • If you feel conditions are unsafe to evacuate, move to the highest safe place in your residence and shelter in place.
